Er dient als Grundlage für die Planung, Steuerung und Überwachung der Siedlungsentwicklung sowie für die Beurteilung von Nutzungsreserven und Erschliessungsmassnahmen. Behörden, Planungsfachleute und weitere Interessierte erhalten damit einen transparenten Überblick über den aktuellen und zukünftigen Erschliessungsstand von Bauzonen.
